Alan McGowan has identified the 'Kramer' at this event as Adolf Kramer, based on the report in the Deutsche Schachblätter of 1929 (p.228), which has 'Kramer (Breslau)' there. A play-off between Engels and Rödl was played in Aug. 1930, and is recorded here as a separate match.
