The Illustrated Sporting and Dramatic News of 24 Mar. 1888 (p.42) and Renette's biography of Bird have 'W.P. Ball' in the Simpson's Divan tournament of 1888. The Chess Player's Chronicle of Aug. 1874 (p.119), the City of London Chess Magazine of Aug. 1875 (p.222), and the Chess Player's Chronicle of 18 Aug. 1887 (p.225) have 'W.F. Ball' active in London. I am guessing that these are the same person.
